Wash okra and pat them dry. Cut in 1 inch pieces. In a blender add mustard seeds, poppy seeds, and green chili (you can skip the chili as per your taste). Make a paste by adding a little water to the mixture. In a bowl mix okra with the paste and also add turmeric, salt, and the whole green chilis. Now cover with foil and steam in a double boiler or steamer for 10 to 15 minutes.
